Forthcoming changes to the way people sign into HMRC online - 18th November 2025

Changes to HMRC's sign-in screen, preparing for One Login and its eventual replacement of the Government Gateway.

As of 10 November 2025, taxpayers signing into HMRC services will have noticed a new sign-in selector screen. This screen introduces an additional option: One Login, alongside the existing Government Gateway. Please see Sign in to HMRC - Sign in to HMRC online services.

This is part of HMRC’s preparation for moving to One Login, which, HMRC says, will be a secure, modern, sign-in system. One Login is the long-term replacement for the Government Gateway, so it will eventually replace it. 

However, this is not the full launch. Taxpayers cannot create a One Login for HMRC services yet and should continue using their Government Gateway sign-in details as usual. Although One Login can currently be used to access some government services, it is not yet available for HMRC services. This early deployment on the HMRC website is for HMRC testing and insight gathering only.

The public launch of One Login will be early next year, and then only for some taxpayers. In the meantime, selecting One Login will currently redirect people back to the Government. 

Once available, One Login will allow taxpayers to sign in with an email address and password, instead of the 12-digit user ID associated with the Government Gateway. Numbers will start off small and only people who do not already have a Government Gateway ID will be asked to create a One Login to start with.

Once fully rolled out, One Login will be used to access all government digital services.
